Not Transforming Enough

Kori Schake, a fellow at the Hoover Institution and a professor at West Point, has an interesting Op Ed in today's NYT criticizing the Pentagon for increasing its spending without adopting the reforms and changes needed to cope with new threats like terrorism. She makes some excellent points.

Personally, I continue to believe that our military needs to create something like a "Reconstruction Corps" -- a light infantry force of civil affairs, engineering and medical experts -- trained and equipped to operate in environments like Africa or Southwest Asia where promoting restoration (or even creation) of civil infrastructure and institutions may be more important for fighting terrorism than armored vehicles or advanced fighter aircraft.
